Meteorology Division

Background

  1. The R&D and application of meteorological disaster-management technology
Every year, the severe weathers such as Meiyu frontal systems, typhoons, or other intense convection frequently cause natural disasters, severe casualties, and property losses. The division analyzes hazardous weather events and the associated atmospheric conditions to convert these analysis results into disaster potential data. In addition, along with the information system development and information application, the division also actively develops the integrated interdisciplinary disaster-management technologies.
  2. Integration of meteorological and interdisciplinary information platforms
When the Central Emergency Operation Center starts to operate because of typhoons and heavy rainfall, the division not only provides the Slopeland and Hydrology Division with meteorological information to analyze the slopeland disaster and flooding potential but also provides warnings and explanations regarding the possible future heavy rainfall regions.
  3. Research on climate change, disaster prevention, and related adaptations
Recently, global climate change has increased the impacts of extreme weather and climate. Therefore, this division also emphasizes the research topics relating to climate change and actively participates in developing climate-change adaptation strategies (e.g., formulating disaster mitigation strategies and offering policy suggestion concerning engineering facilities, land, and the environment). These results have been provided to the government and are used as a reference in developing policies and strategies for climate change adaptation.

Primary Tasks

Focusing on the disaster characteristics and the disaster prevention needs, the Meteorology Division has planned the future development directions as stated below.

  1. To raise the capability of meteorological risk identification
  2. To strengthen the capability of providing meteorological disaster prevention information
  3. To build up the capability of meteorological disaster impact assessment

To reach these goals, the essential items of work include the following

  1. Research and development of meteorological disaster prevention technology
  2. Integrating platforms of meteorological information and interdisciplinary information
  3. Research of developing warning technology for short-duration disastrous weather
  4. Research of developing warning technology for month-to-season scale climate impact
  5. Research of climate change and disaster adaptation

Future Work

The ultimate mission of division is to accomplish the following works

  1. Promote and execute the research development and the integration of severe weather disaster prevention technology
  2. Promote and execute the research development and the integration of climate change and extreme climate disaster prevention technology.
  3. Promote the application of research results of the meteorological disaster prevention technology development
  4. Promote practical application of the meteorological disaster prevention technology on disaster prevention work
  5. Build up international partnerships to share and exchange experiences related to meteorological disaster prevention technology
  6. Execute other works related to disaster prevention technology

Key Achievements

  1. Published “The Rank of Extreme Rainfall Events over Taiwan”
The book, The Rank of Extreme Rainfall Events over Taiwan, records the analysis of the top 15 extreme rainfall events of 18 counties or cities in Taiwan over the period of year 1992-2013. The book, with 186 weather analysis charts and 72 tables in it, provides localized meteorology knowledge to the disaster prevention specialists in government units and academic organizations.
    Key Achievements
  2. Analyzed and Established Database of Extreme Rainfall Events in 2015
In 2015, there were 73 days in which the extreme rainfall events occurred. These events are classified into five-duration types and grouped into 10 weather types for further analysis. The results were included in the book “Analysis of Taiwan Extreme Rainfall Events in 2015”.
