Earthquake and Man-made Disaster Division

Background

  1. The disaster-management technology for the emergency response after disastrous earthquakes
    Taiwan is located on a continent collision zone, which is the boundary between the Eurasian plate (EP) and the Philippine Sea plate (PSP). The seismicity rate is very high in and around the Taiwan region. Several disastrous earthquakes occurred in the recent past years. Therefore, our missions are providing evaluations of seismic risk to the central emergency operation center (CEOC) and integrating multidisciplinary scientific and engineering technologies and knowledge for disaster risk management when disastrous event occurs.
  2. Establishment of earthquake impact analysis models for urban areas protection
    The approach of impact analysis after a large-scale earthquake is aimed to the urban areas of high population and of economic importance. Based on the analysis, the scenario elaboration and protection mechanism can be continued. The analytic models can support to identify weak points of critical infrastructure, i.e., buildings, roads, and lifelines.
  3. Research on Critical Infrastructure Protection Management (CIPM)
    Cooperating with the Office of Homeland Security (OHS) of Executive Yuan, this task group has successfully introduced the technology of Business Continuity Management (BCM) into the CIP implementation in Taiwan. The main achievements include revising the latest CIP implementation guidelines, holding a training workshop and conference (245 and 200 participants), investigating the protection states of CIs, and developing the CIP plan framework.

 

Primary Tasks

Focusing on the disaster characteristics and the disaster prevention needs, the Earthquake and Man-made Disaster Division has planned the future development directions as stated below.

  1. To identify seismic risk immediately after disastrous earthquakes occurs
  2. To include multidisciplinary technologies of assessment
  3. To build up maps under various scenarios
  4. To develop a procedural structure and its management tools to evaluate the implementation state of CIPM

 

 

To reach these goals, the essential items of work include the following

  1. Research and development of earthquake and man-made disaster prevention technology
  2. Research on the real-time technology of computation
  3. Information platforms integrating results of assessment
  4. Development of CIPM procedural structure of importance, vulnerability and resilience; CI information and data collection schemes; and CI risk survey spreadsheet

Supporting CEOC on Earthquake Events

 

 

Key Achievements

  1. Promoted 3D graphics technology and application for earthquake emergency response
    • Demonstrated 3D graphics for earthquake emergency response and established automatic presentation compiling system
    • Provided information for government sectors, i.e., central/local EOCs, Water Resources Agency, Directorate General of Highways, etc
  2. Updated 2015 tsunami potential maps
    • Updated tsunami incurred inundated maps and explanatory documents
    • Provided National Fire Agency maps and documents for local disaster prevention planning
